Meniscus: does it always need surgery?
Not always. According to studies, for degenerative meniscus tears (without a clear injury), surgery is often no better in the medium and long term than a good exercise programme. Where there are no locking or serious mechanical symptoms, it makes sense to try the conservative route first. Acute, injury-related tears and a locked knee are a different situation and belong to an orthopaedic surgeon.
